Moira Whelan has more than 15 years in senior positions at the forefront of shaping opinion on global events. She is an expert at utilizing new technologies and trends to grow global audiences. Moira offers a comprehensive perspective to growing businesses with a focused approach on executing communications and outreach strategies.

Moira most recently served as the Deputy Assistant Secretary of State for Digital Strategy at the U.S. Department of State where she directed and shaped strategies to communicate the top foreign policy messages of the U.S. government. She transformed the digital infrastructure of the State Department to reach global audiences in more than 170 countries and in multiple languages, while providing strategic guidance to Department leadership on digital issues. She led signature communications efforts around issues ranging from Presidential Summits to Congressional budget awareness campaigns, including the world-wide communications effort around President Obama’s Global Entrepreneurship Summit.

Moira has held senior leadership positions at the State Department, the U.S. Agency for International Development, the Department of Homeland Security while in government. Prior to her government service, Moira was a key leader in advancing the progressive national security agenda as a founding member of the National Security Network, the communications director of the Belfer Center for Science and International Affairs at Harvard University and as the first communications director for the Democratic Staff of the House Select Committee on Homeland Security. She is a member of the Council on Foreign Relations.
